Here is what the FCC has to say about the legislation:

The ``Children's Internet Protection Act''. On December 21, 2000, the President signed into law the Children's Internet Protection Act (the CHIP Act), included as part of the Consolidated Appropriations Act, 2001, Pub. L. 106-554. The CHIP Act provides that in order to be eligible for E-rate funding under section 254 of the Communications Act of 1934, as amended, schools and libraries that have computers with Internet access must have in place certain Internet safety policies. Recipients must adopt and implement an Internet safety policy that includes the operation of a technology prevention measure, protecting against Internet access for both adults and minors to visual depictions that are obscene, child pornography, and, with respect to use of the computers by minors, harmful to minors. Schools (but not libraries) must also certify that their policy includes monitoring the online activities of minors.

To send letters of comment to the FCC:

1) Brief comments can be filed electronically by typing them into a form located at http://www.fcc.gov/e-file/ecfs.html. The docket number of the rulemaking, CC Docket No. 96-45, must be included in the body of your comment, and the commenter should complete the transmittal form, including their full name, Postal Service mailing address, and the rulemaking docket number.

2) Longer comments may be filed electronically as an attached Word 6.0 document at http://www.fcc.gov/e-file/ecfs.html. The docket number of the rulemaking, CC Docket No. 96-45, must be included at the top of your comment. In completing the transmittal screen at the website, commenters should include their full name, Postal Service mailing address, and the applicable docket or rulemaking number.

Persons filing a comment on paper must file an original and four copies of each comment. Again, the docket number for the rulemaking, CC Docket No. 96-45, must be included at the top of the document. All comments must be sent to the Commission’s Secretary:
