The Federal Communications Commission has released a
Further Notice of Proposed Rulemaking,
seeking comment on implementation of the Children's Internet Protection Act (CHIP Act).
Please send in your comments by the deadline of February 15, 2001.
Further information on the legislation is available
from the links in the table below.
Here is what the FCC has to say about the legislation:
The ``Children's Internet Protection Act''. On December 21, 2000, the
President signed into law the Children's Internet Protection Act (the CHIP
Act), included as part of the Consolidated Appropriations Act, 2001, Pub.
L. 106-554. The CHIP Act provides that in order to be eligible for E-rate
funding under section 254 of the Communications Act of 1934, as amended,
schools and libraries that have computers with Internet access must
have in place certain Internet safety policies. Recipients must adopt and
implement an Internet safety policy that includes the operation of a
technology prevention measure, protecting against Internet access for both
adults and minors to visual depictions that are obscene, child
pornography, and, with respect to use of the computers by minors, harmful
to minors. Schools (but not libraries) must also certify that their policy
includes monitoring the online activities of minors.
